Quiet, Fire-Rated Walls Between Units
Ontario now allows up to three residential units on most serviced lots, and some cities allow four. More units under one roof means more walls between neighbours. That is exactly where ICF earns its keep: sound, fire separation and low heating bills for every unit.
Under Ontario’s housing rules, most serviced residential lots can have up to three units as-of-right (for example a main house, a basement unit and a garden suite), and some municipalities allow four or more. Units need fire separations and sound separation between them. ICF walls provide a high fire-resistance rating and STC 50 and up, which helps meet both. ICF works for the exterior walls, the party walls between side-by-side units, and the foundation of a basement unit.
What Ontario Allows
Provincial changes in recent years mean most lots with full municipal services can have up to three units without a rezoning: for example a main house with a basement apartment and a detached garden suite, or a house split into three. Some cities have gone further and allow fourplexes. Rural lots on septic and wells have extra rules, mostly about servicing. Always confirm with your municipality, because zoning details still apply.

Where to Use ICF in a Multi-Unit
- Foundation and basement unit. An ICF basement makes a far better apartment: warm, dry and quiet.
- Party walls between side-by-side units in a semi or townhouse.
- Exterior walls of the whole building for energy and sound from outside.
- Stair and corridor walls in larger buildings where fire separations are needed.
Floors between stacked units also need fire and sound separation. That is usually done with the floor assembly, ceiling and insulation rather than ICF.
Rental Math
On a triplex or fourplex, the ICF premium is spread across several units. Lower heating costs, fewer noise complaints and less wall damage add up over decades of tenancy. For owner-occupiers renting out a unit, the quiet is often the reason they would choose it again.
Code Points to Watch
- Fire separations and ratings between units, including where walls meet floors and roofs.
- Sound transmission between units.
- Separate heating and ventilation, or properly designed shared systems.
- Exits, smoke alarms and interconnection.
- Larger buildings may move from Part 9 into Part 3 of the code, which needs an architect and engineer.
