Cost, How They Are Built, and the Permits
An ICF pool is a reinforced concrete pool with foam on both sides of the wall. The foam keeps the water warmer and the concrete keeps the frost from shoving your pool around. Here is what one costs, how it goes together, and what your town will want to see.
An ICF pool uses insulated concrete forms for the walls, poured full of reinforced concrete, then finished with a vinyl liner or a plaster and tile finish. In Ontario in 2026 the ICF wall work alone runs about $55 to $75 per square foot of wall. A complete inground ICF pool usually lands between $75,000 and $150,000 depending on size, finish, decking and equipment. Most towns need a pool enclosure (fence) permit; some also want a building permit and engineered drawings.
What an ICF Pool Is
Think of it as a basement wall turned inside out. The forms are stacked on a reinforced footing, steel goes in, and the walls are poured solid. The foam stays on both faces. Inside, you finish with a liner or a cement-based finish. Outside, you backfill, insulate and deck it.
The result is a concrete pool that does not need the heavy steel forming of a traditional poured pool, and it holds heat better than a bare concrete shell sitting in cold Ontario clay.
Why ICF Works for Ontario Pools
Warmer water
The foam slows heat loss into the ground. Pool owners with heaters notice it in May and September, when the water would normally be too cold to enjoy.
Frost and soil
A reinforced concrete wall resists the soil pressure and frost movement that wrinkle liners and crack cheaper walls.
Shape freedom
Straight walls, steps, bench seats and long lap pools are easy. Gentle curves are possible; tight free-form curves cost more.
Indoor pools
For an indoor pool or a pool house, ICF walls handle the humidity far better than wood framing, as long as the ventilation is designed properly.

How an ICF Pool Is Built
- Layout and dig. The hole is dug a couple of feet bigger than the pool so the crew can work outside the walls.
- Footing. A reinforced concrete footing goes down around the perimeter, with dowels for the wall steel.
- Stack the forms. Forms go up to finished height, with steps and benches formed in. Rebar goes in as the courses go up.
- Plumbing sleeves. Returns, skimmers, lights and main drains are set before the pour, never after.
- Pour. The walls are poured with a pump, in lifts, and vibrated so there are no voids.
- Floor and finish. The floor goes in, then the liner track or the plaster and tile.
- Backfill and deck. Backfill in layers, compact properly, then coping and decking.
The most expensive pool repair we see is a deck that settles because someone dumped all the backfill in at once. Compacting in layers takes an extra day. Skipping it costs you a new deck.
Liner, Plaster or Tile?
Vinyl liner is the budget choice and the most common. The ICF wall gives the liner a smooth, solid backing. Plan on a new liner every 10 to 15 years.
Plaster or aggregate finish needs a cement board or a bonded layer over the foam face, or a different form system where the concrete face is exposed on the inside. It costs more but lasts longer and looks more like a traditional concrete pool.
Tile is the premium finish, usually at the waterline only or on the full pool for indoor builds.
Permits and Fencing in Ontario
Every Ontario municipality has a pool enclosure bylaw. Before you dig, you will almost always need a pool enclosure permit showing the fence height, gate latches and how the fence relates to the house. Some towns also require a building permit for the pool itself, a lot grading plan, or engineered drawings for deep or raised pools.
- Check setbacks from lot lines, septic beds and wells. A pool cannot go on top of a leaching bed.
- Check where the pool water will drain when you empty it. Many towns do not allow discharge to the road ditch.
- On waterfront and conservation authority lots, ask about permits before you design.

Mistakes That Ruin Pools
- No sleeves set before the pour, then coring through the wall afterwards.
- Skimping on steel because it is "only a pool". Water and soil pressure are serious loads.
- Poor drainage around the pool so groundwater pushes on an empty pool in spring.
- Backfilling against fresh walls before the concrete has cured.
- Deck sloped toward the pool instead of away from it.

Can you build an indoor pool with ICF?+
Yes, and ICF is a good choice for the walls of a pool house. The ventilation and dehumidification have to be designed properly or the humidity causes trouble in the roof and windows.

The reinforced concrete shell can last as long as a house foundation. Liners need replacing every 10 to 15 years; plaster finishes every 15 to 25.
